Director of Early Childhood Programs

The Director of Early Childhood Programs is responsible for providing programmatic and clinical oversight for the agency’s young child and family programmingincluding The Early Childhood Initiative, Welcome Baby and Beyond, ParentChild+ Program, and The Respite Center. This person will directly supervise members of the Extended Leadership Team and serve as an important link between programs and senior administration. This will include developing policy, organizational goals, and participating on outside committees related to the efficient, effective operation of the agency.

Position Responsibilities:
Administration
1. Manage program operations of the Early Childhood Initiative, Welcome Baby & Beyond, ParentChild+ Program, and the Respite Center to ensure service continuity and achievement of program goals.
2. Work closely with the Director of Mental Health Programs for overlap between early childhood and mental health programs, i.e. Home-Based Therapeutic Services (HBTS).
3. Analyze program trends and make recommendations for program improvement strategies when necessary.
4. Work collaboratively with the Chief Financial Officer in annual budget development and review monthly financial reports to ensure programs are operating within financial parameters.
5. Work closely with CFO on budgetary matters including addressing potential shortfalls and thinking of ways to make budgets more sustainable.
6. Prepare reports required by contract or requested by county officials or the agency Executive Director, or CFO.
7. Complete and monitor agency-related administrative tasks, such as time sheets, staff expense reports, ET approvals, scheduling using the agency software.
8. Determine the types of equipment to be used in performing work, or materials need, and work with CFO to factor these items into budget.
9. Monitor work for contractual, legal or regulatory compliance.
10. Work independently and make decisions that may impact program, agency, and participants.
11. Partner with Executive Director to meet regularly with community partners, contract managers, and strategic allies to build relationships and further position of the agency within the community.
12. Represent RISE on various community committees that pertain to the programs within oversight.
13. Participate in collaboration of the Early Childhood Zones throughout the community by regular attendance at operations and oversight meetings.
14. As the sole member of senior leadership onsite at Fordem location, be the primary point of contact for emergencies that may arise. Use sound judgment to make decisions as needed.
15. With the facility manager and program supervisors, participate on the Fordem Building Team to discuss the physical space that is being shared by multiple programs.
16. Take the lead on responding to and writing RFPs that support on-going funding of the early childhood programs.

 

Program Development & Implementation
1. In collaboration with Program Coordinators and Supervisors, identify, establish and direct policy and procedures for orientation and training needs of program staff.
2. Assist the Program Coordinators and Supervisors and direct-care staff in ensuring that families are linked to appropriate community resources. Advise Executive Director about gaps in the mental health service delivery system in Dane County.
3. Work closely with Program Coordinators and Supervisors and the Director of Quality Improvement to ensure that contract requirements are met and that durable results for program participants are being achieved.
4. Maintain consistent and collaborative contact with contractual stakeholders.
5. Offer presentations as needed to educate professionals and the community about the vision, mission, and services of RISE and its programs.
6. Assess potential service delivery offerings for feasibility and alignment with the agency’s mission, vision, and values.
7. Work with Welcome Baby & Beyond Supervisor to maintain and monitor accreditation status through Parents as Teachers for Welcome Baby & Beyond program and ensure essential requirements are being met.
8. Work in partnership with the Respite Center Supervisor to ensure Wisconsin Child Care licensing regulations are met and participate in the re-licensing process. Work with Respite Center on maintaining their accreditation status through City of Madison.
9. Work in partnership with Program Supervisor to ensure national mandates of ParentChild+ Program are met.
Quality Improvement
1. Review outcomes to ensure that durable results for participants are being achieved and meet with staff, as needed, to encourage best-practice service delivery.
2. Analyze program trends and make recommendations for program improvement strategies as necessary.
3. Lead a multidisciplinary team of professionals in the development of early childhood zones throughout Madison.
Supervisory/Management Responsibilities
1. Ensure that all programs and direct-care staff implement the overarching philosophies of a family stability model of care that is reliant upon effective family engagement, measurable outcomes and durable results.
2. Facilitate and participate in recruiting, hiring and orientation efforts for new staff, and act as resource person to Human Resources and the Senior Leadership Team in the areas of staff recruitment, performance recognition, and retention.
3. Provide administrative, clinical, and reflective supervision to direct supervisory reports.
4. Participate in program staff meetings as needed to communicate agency information from the leadership team.
5. Facilitate a monthly Early Childhood Supervisors’ Meeting to ensure consistency in philosophy and practice across RISE’s Leadership Team.
6. Participate in RISE’s emergency back-up response schedule with other members of the Leadership Team.
7. Participate in Respite on-call rotation.
8. Partner with staff on case consults as needed.
9. Appraise productivity and performance of staff members and teams according to contractual or agency guidelines.
10. Partner with Director of HR to respond to employee grievances or complaints.
11. Facilitate plans of improvement and disciplinary actions when necessary.
12. Partner with supervisory staff and Director of HR to address employee performance issues.
13. Employ staff recognition strategies in maintaining staff morale and staff effectiveness to ensure agency goals are met.
14. Delegate projects to others as needed.

4. Follow RISE’s confidentiality guidelines to ensure program participant privacy.
5. Follow RISE’s policies and procedures as cited in the Employee Handbook.
6. Perform other duties as requested by the direct supervisor or agency director that enhance the overall agency operation.
7. Hold a valid driver’s license, have access to reliable transportation, and have a driving record that enables purchase of automobile insurance, in accordance with agency guidelines.
8. Any and all additional tasks as assigned.
Required Qualifications:
• Master’s Degree in early childhood, social work, counseling, psychology, or closely related field
• Minimum of 5 years of experience in human service related field, working with children, families, and young adults impacted by mental health challenges
• Minimum of 3 years of supervisory or program management experience
• Demonstrated commitment to cultural humility and trauma-informed care
• Ability to make higher level decisions and assume responsibility for outcomes
• Ability to work independently
• Demonstrated initiative and flexibility
• Ability to drive self and others via vehicle
• Daily access to a reliable vehicle, with valid drivers’ license and insurance
• Demonstrated written and verbal communication skills
• Proficient computer skills, specifically in current versions of Microsoft Word, Excel, Outlook and Power Point, as well as willingness to learn new skills as needed or required
• Detail oriented and a commitment to quality and the timely completion of duties
• Demonstrated ability to work as a member of a team

 

Preferred Qualifications:
• Licensure as Licensed Clinical Social Worker, Licensed Professional Counselor, or Licensed Marriage and Family Therapist
• Bilingual in Spanish, French, Arabic, Hmong, or another language as deemed necessary by program (in addition to English) as determined by ALTA test and within RISE’S acceptable range
• Infant, Early Childhood, and Family Mental Health Capstone Certification
• Prior home visiting experience serving children and families
• Knowledge of childcare/group home licensing requirements and process
• Knowledge of Dane County’s community resources which benefit young children, families, and young adults.

Accountability:
The Director of Early Childhood Programs is accountable to the Executive Director.
Employment Status: Regular, full-time.
FLSA Status: Exempt.
Physical Demands:
While performing the duties of this job, the employee is required to sit at a desk and computer for long periods of time, is occasionally required to stand; use hands and fingers to operate and handle keyboards and computer controls.May be requested to lift materials of up to 20 lbs. Specific vision abilities required include close vision reading. The position requires sitting, standing, stooping, bending, lifting, walking, climbing, speaking and driving. The functions of this position are varied in nature and require the ability
to make clear and concise presentations and to respond in an effective and appropriate manner during crisis. The employee is required to communicate effectively via verbal, audible and written means.

Work Conditions/ Hours:
Heated and air-conditioned open office/office environment. Work in community not limited to homes, community centers, hospitals/clinics, etc. Noise level is usually low to moderate. Will be required to regularly travel locally (non-local on occasion) and work off site. Regular schedule is Monday–Friday, with some scheduling flexibility expected to meet staff and program needs.
