Deputy Director – Human Services


Under general direction, plans, organizes, directs, and administers client programs and operations of the Human Services Direct Services Division, including Family Services, and Adult Services.  Determines and interprets departmental policies; directs the activities of assigned units and personnel. Provides leadership, direction, and oversight to department wide initiatives and performs related work as required.

ESSENTIAL FUNCTIONS (Illustrative only)

  • Provides management of services provided through the Direct Services Division
    • Reviews, analyzes, and evaluates direct services programming and contracts; develops and implements programs and procedures
    • Sets goals and objectives for direct services programs in compliance with the Department’s Mission Statement, State and Federal law, and County policy
    • Consults regularly with unit supervisors so that appropriate services and treatment objectives can be identified and achieved
  • Establishes unit work priorities, reviews reports to monitor unit activities, and evaluates the performance of team supervisors
    • Manages serious personnel issues, including administrative grievance reviews
    • Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands
  • Interacts and communicates within the Department, other County departments, local agencies, state bureaus, and Elected Officials, interpreting and acting as advocate for agency programs, responsibilities, and client needs
    • Develops, composes, and organizes narratives, reports, and correspondence
    • Participates in and monitors the maintenance of reporting and recording systems and records management practices and procedures
  • Acts on behalf of the Human Services Director on matters related to client services programs; provides coverage for and exercises delegated responsibilities and authority of that position
    • Represents him/her at meetings with administrative officials, Board of Supervisors, legislative bodies, boards, commissions, and various community groups and other organizations
    • Serves on State Councils, and ad hoc Wisconsin County Human Services Association Committees
    • Explains and interprets policies, procedures and regulations for complex program issues
  • Directs, analyzes, plans for, and problem solves as a member of special project teams
  • Facilitates and represents the Department on multi-county collaborative efforts, including development of grants, regional planning efforts, State initiatives, and treatment courts
  • Responds to inquiries from the community review and makes determinations regarding client grievances
  • Participates as a member of the Lead Administrative Team, which reviews and establishes general Department policy
  • Performs other related duties as assigned or directed


  • Master’s degree from an accredited college or university in a field directly related to the administration of human services, such as MSW, MPA, or MBA
  • Three (3) years of full-time, progressively responsible professional experience in service program
  • Three (3) years of full-time increasingly responsible administrative experience with direct responsibility for major program planning and administration, budget or policy direction


  • Appointment will be conditional upon successful completion of a criminal and caregivers background check
  • Must possess and maintain a valid Wisconsin driver’s license and have access to private transportation at all times for work related duties
