Resource Specialist

Responsible for providing information, assistance and referral services to older adults and adults with disabilities inquiring about community and department resources. Provides office support for the Aging and Disability Resource Center (ADRC) professional staff, the ADRC Board, and the ADRC Subcommittee on Older Americans Act Programs.

ESSENTIAL FUNCTIONS (Illustrative only)

  • Provides information and assistance to individuals age 60 and over and adults with disabilities, their families, caregivers, and the public primarily on the telephone, in person, and through e-mail communications
    • Assesses needs, acquires necessary information, refers to ADRC staff and other service providers, and follows up as needed
    • Provides information and referral assistance for ADRC customers inquiring about applying for public benefits, private benefits, long-term care options counseling and other community resources
  • Assists ADRC customers with completing applications for Medicaid and Medicaid-related programs; assists with gathering necessary documentation; tracks progress of applications and monitors department performance management measures for Medicaid applications
    • Conducts home visits, as necessary, for gathering documentation
    • Serves as the department liaison with the economic support consortium- Great Rivers
    • Assists Benefit Specialists with the annual open enrollment period for Medicare.assesses the needs of the customer, makes referrals to outside agencies and/or schedules appointments.
  • Conducts initial home visits for Meals on Wheels; assists with annual reassessments
    • Determines eligibility for the Meals on Wheels program
    • Conducts all necessary follow up work to start eligible participants, including route placement and entering the participant into the necessary systems
    • Coordinates with trained volunteers for the annual reassessments
  • Documents all customer contacts and other program information in SAMS database
    • Identifies and resolves duplicate entries
    • Maintains up to date knowledge on State and department reporting requirements
    • Participates in ongoing training
  • Develops and maintains ADRC resource information
  • Organizes, compiles and edits monthly ADRC newspaper in publish ready format
  • Serves as clerk for ADRC Board, ADRC Subcommittee on Older Americans Act Programs, and Marketing Advisory Committee meetings
    • Prepares, distributes, and posts meeting agendas and addenda; attends meetings, records, prepares and maintains meeting minutes; follows through on Board/Committee directives and information requests
  • Prepares fact sheets, reports, resolutions/ordinances and other legislation as assigned
    • Maintains department book for all committee meetings
    • Maintain orientation materials for new member for all committees
  • Completes 100% time reporting
  • Performs other related duties as assigned or required.


  • Associate’s Degree in a Human Services, Business Administration, Communication, or related field
  • Three (3) or more years of progressively responsible administrative support experience
  • Two (2) years of experience providing customer service experience to a variety of people including older adults and adults with disabilities
  • Training or experience in standard office practices and procedures
  • Experience or training in computer use with Microsoft Office software

Desired Qualifications

  • Bachelor’s Degree in a Human Services, Business Administration, Communication, or related field
  • Experience and comfort level with phone communication
  • Excellent written and verbal communication
  • Experience working with client documentation and statewide databases
  • Experience working with home and community visits


  • The County does not require a bachelor’s degree for this position; however, the State requires a bachelor’s degree in a health or human services-related field, unless waived. Prior to a job offer, a waiver/variance from the State will be required for persons not meeting the above experience requirements and educational requirements set by the State
  • Appointment will be conditional upon successful completion of:
    • Criminal and caregiver background checks
  • Must become certified by the Alliance of Information and Referral Systems (AIRS) within one (1) year of hire and maintain certification thereafter (this may be waived with the approval of the ADRC Director based on education and experience)
  • Must have access to private transportation for work-related duties
