Position Description
Position Title: Behavioral Health Treatment Services Program Director
Status: Full time, salaried; may include some evenings and weekend work.

Organizational Relationships: Reports to Executive Director. Supervises Behavioral Health staff of counselors, interns, volunteers.

Position Purpose:
Oversee the Behavioral Health Department of Community Outreach, comprised of the Alcohol & Drug Treatment Services Program and Outpatient Mental Health Program. Ensure quality delivery of services to meet state and professional standards. Provide direct supervision to Behavioral Health staff. Represent the Behavioral Health Department on the Community Outreach Management Team and in the community.

Responsibilities and Duties (performed personally or through subordinate employees):
 Supervise Behavioral Health staff, including hiring, training, evaluating, terminating.
 Coordinate all programmatic aspects of the treatment programs.
 Oversee Behavioral Health client records and maintain them in compliance with state and agency standards.
 Coordinate services between Behavioral Health Department and other programs in the agency.
 Maintain relationships with universities and other governing bodies to facilitate placement and progress of interns in our programs.
 Network with partner service providers in community for continuum of care.
 Provide clinical supervision to counseling staff when supervision is unavailable through other mechanisms or staff or work closely and regularly with a clinical supervisor contracted by the agency.
 Perform mental health, substance abuse and other risk assessments in accordance with program standards.
 Provide individual and group counseling.

Minimum Qualifications:
 Master’s Degree in Counseling, Social Work, or closely related field, with 5 years of experience providing direct service to mental health and substance addicted populations.
 Minimum of 2 years of direct alcohol and other drug counseling experience.
 CADC certification or ability to attain certification within 2 years of employment.
 Experience working with marginalized/vulnerable populations and issues of poverty, homelessness, domestic violence, and family dynamics.
 Previous experience as a supervisor or administrator in a behavioral health or related setting.
 No abuse or misuse of addiction substances, or, if in recovery, a minimum of five years of abstinence from alcohol and other drugs prior to employment.

Preferred Qualifications:
 LPC, LCSW or LMFT licensure in state of Oregon, with Clinical Supervision credentials.
 Experience in supervision, program coordination or program development.

 Ability to communicate effectively with clients, staff, donors, other agencies, and the community at large
 Ability to understand and consistently follow the rules and policies of the treatment programs as defined by State Addictions and Mental Health Division Administrative Rules (OARs).
 Ability to create and maintain the highest levels of confidentiality when dealing with client information and sensitive situations.
 Ability to maintain and oversee the MOTS electronic health records system.
Compensation and Benefits:
 This is a full-time, exempt position. Salary range $50-63,000 and offer will be dependent on experience.
