Position Summary and Job Duties

Under general supervision performs complex functions in the areas of program implementation, evaluation, data analysis, policy development and quality improvement for the Child Protective Services (CPS) program. Plays a key role in the preparation and distribution of technical data request from program staff and HSD stakeholders using department’s databases and software. Supports and promotes the mission, vision and guiding principles of the Human Services Department.  Performs in a manner consistent with the Professional Standards and “Commitment to my Co-Workers.”

50% – Responsible for data and program analysis, program implementation, and evaluation of the Child Protective Services program
-Lead and collaborate with staff in CPS to implement, monitor and evaluate CPS program practice standards
-Conduct research, analyze and assist with the development of policies and protocols related to Child Protective Services (CPS) delivery from time of initial referral through case closure
-Prepare complex and specialized policy-issue analysis on targeted program areas related to Child Protective Services for Human Services Department (HSD) and Rock County
-Review and analyze federal, state-level and county data regarding CPS practices and programming to develop recommendations to improve the county’s CPS system and to provide technical assistance and consultation to program staff and managers

25% – Serve as the lead for continuous quality improvement efforts in the Child Protective Services program
-Collect and analyze monthly program outcomes data via the Department of Children and Family Services (DCF) performance dashboard, WISACWIS and other applicable databases
-Compile key performance indicators of the CPS program and schedule monthly data review with CPS program staff and leadership
-Play a key role in continuous improvement initiatives at CPS assisting with drafting project charters, data collection and facilitating quality improvement sessions
-Play a key role with staff education on quality improvement tools and application and sustaining improvement plans

15% – Assist with HSD Data Systems and Security Requests from programs
-Collaborate with the data systems team on program requests
-Serve as back up in reviewing program security requests as it relates to data requests and access to software
-Serve on workgroups related to data access with HSD programs and special county initiatives
-Work with programs on data requests using HSD systems and software

10% – Other Duties as Assigned
-Partake in duties necessary to promote the mission and vision of the department.
-Will serve on CORE workgroups and other committees that enhance personal and professional growth, as well as promote the overall department mission and vision

Job Requirements, Education, Training & Experience

-Graduation from an accredited college or university with major coursework in social work, business administration, public administration, or a human services related field.

-Ability to exert up to 20 lbs of force occasionally or up to 10 lbs of force frequently
