HealthConnect Coordinator

Position Summary

HealthConnect is a community-based program operated by United Way of Dane County that helps Dane County residents afford health insurance by paying the premiums of health plans they purchase through the Health Insurance Marketplace ( We partner with local healthcare leaders and insurance providers to help families receive access to high-quality healthcare. This position manages the day-to-day administration and customer service of the HealthConnect program in order to advance United Way of Dane County’s goal of reducing racial and health disparities. Additionally, this position provides education and outreach for the HealthConnect program to increase enrollment in the program. Finally, this position ensures people are connected to the appropriate enrollment resources for health insurance through HealthConnect, 211, and other programs.


Primary Responsibility Area: HealthConnect:

1. Provide administrative and customer service support to the HealthConnect program.

a. Provide high-quality customer service and communication with HealthConnect clients about enrollment, status, information about the Marketplace, health insurance, etc.

b. Assist with the monthly billing process (with Director of Research, Data, and Evaluation) for all three insurers.

c. Conduct a bi-annual survey (email and phone) to assess HealthConnect impact and customer satisfaction.

2. Provide education and outreach for the HealthConnect program to increase awareness of health insurance opportunities and increase enrollment.

a. Staffing outreach opportunities (service fairs, health insurance enrollment events, etc.)

b. Connect with non-profit agency partners and community organizations to educate and train about HealthConnect.

c. Develop in-depth knowledge of the Affordable Care Act (ACA) and Marketplace through webinars, in-person training, research, etc.

d. Provide flyers and marketing materials to insurance partners and community organizations throughout the county as needed.

3. Provide data entry and ongoing maintenance for the HealthConnect database.


Primary Responsibility Area: 211 Call Center:

1. Provide accurate information and referral services via phone coverage for the 211 call-center

a. Provide primary and backup coverage of 211 call center (depending on volunteer staff coverage)

2. Work with the Resource Coordinator to update the 211 resource database


Job Requirements


1. High School equivalency required



1. In social work, healthcare, customer service, telephone assistance, outreach, or related field



1. Proficient in Microsoft Office products



1. Ability to convey empathy and information over the phone

2. Excellent organizational skills

3. Effective written and verbal communication skills

4. Strong project and time management skills

5. Detail-oriented

6. Ability to sit for extended periods of time
