Program Manager – Child Protective Services

This position plays a key role in leading a large program area serving children and families with complex needs.  The Program Manager is responsible for creating and sustaining a culture of care and practice which is welcoming and responsive while being focused on the safety, permanency, and the wellbeing of children, families and staff.   Oversees the effective implementation, operations, and outcomes of Child Protective Services (CPS) functions under WI Chapter 48 and the Child Welfare Model for Practice.  Leads and supports a team of  nine supervisors who are responsible for Access, Initial Assessment, Ongoing Services, Training,  and Substitute Care.   Works closely with other Program Managers in Human Services, to remove barriers to access and collaboration and assure effective engagement with clients with complex needs.  Responsible for supervision (clinical and administrative), quality improvement, personnel management within a trauma-informed and culturally competent framework, regulatory compliance, and collaboration with Administrative Services Division staff.  Demonstrates leadership in collaboration with key community partners.  Works as part of a team of Supervisors and Managers who share responsibility for the Children, Youth & Families continuum of care.

40% – Oversees Program development and operations to achieve identified outcomes

  • Provides overall knowledge in child welfare while enhancing decision making skills related to safety and permanency in order to protect children, promote stability and strengthen families.
  • Assess program activity as it relates to achievement of key outcomes and apply quality improvement interventions to maximize effectiveness of program areas.
  • Implements and refines policies and procedures to assure compliance with relevant administrative codes and adherence to best practice standards.
  • Monitors program areas for adherence to established budget and make recommendations regarding budget adjustments.
  • Participates in strategic planning to improve the system of care for consumers and families in Rock County.
  • Provides leadership in the implementation of evidence based practices

30% – Provides consultation and supervision to supervisors

  • Interviews, selects, trains, supervises, supports and evaluates assigned supervisory and direct care staff according to HSD and Rock County procedure.
  • As appropriate, reviews cases, applies clinical assessment skills,  and makes determinations regarding appropriate course of action
  • Consults clinically through the lens of safety and permanence on cases and provides feedback and direction to staff regarding assessment planning and interventions.
  • As appropriate, provides supervision to monitor staff performance and facilitate professional development
  • Promotes a trauma informed,  family/client centered, recovery oriented philosophy by advocating for client rights and strength based approaches.
  • As appropriate, reviews grievances, critical incidents and complaints.

25% – Collaborates with internal and external partners to assure coordinated care

  • Participates as a member of the management team, working collaboratively with colleagues to assure a quality continuum of services for clients.
  • Develops relationships and contracts with internal and external partners to maximize access to services and community collaboration
  • Represents the HSD in the community as appropriate including education regarding to child welfare issues.  This includes building and maintaining relationships with key partners such as: Corporation Counsel, CASA, CareHouse, Law Enforcement, other counties, and DCF.
  • Communicates and collaborates with staff and supervisors across HSD divisions to assure coordinated efforts to serve clients.
  • Collaborates with HSD quality specialists to ensure that the program meets regulatory and best practice standards.
  • Participates on the Collaborative Review Panel within HSD

  • Ability to promote a culture of care and practice consistent with the Vision, Mission and Guiding Principles of the Human Services Department.
  • In-depth knowledge of applicable administrative codes, child welfare standards and statutes including DCF 54, 56, 58 and Chapter 48 among others.
  • Knowledge of  assessment, planning and intervention skills /standards for individuals and families with complex needs who interface with the child welfare system.  This includes needs related to mental illness, trauma, and substance abuse.
  • Experience and the ability to navigate eWiSACWIS
  • Knowledge of the key performance indicators and outcomes associated with Child Protective Services
  • Knowledge of and/or skill in Reflective Supervision practices.
  • Knowledge of evidence based and best practice standards in the areas of services to children and families, child protective services, and child abuse prevention
  • Knowledge of and support for principles of Trauma-Informed Care, Recovery-Oriented approaches, and Family/Client-Centered approaches
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with court officials, clients, agency leaders, co-workers, the general public and community partners in a manner that supports collaboration.
  • Ability to collect, organize and utilize data for program improvement purposes
  • Skills in clinical supervision and supportive management of staff.
  • Excellent critical-thinking and problem-solving skills


Job Requirements, Education, Training & Experience


  • Master’s Degree in Social Work or closely related field
  • LPC, LCSW or LMFT license in Wisconsin or ability to obtain,strongly preferred
  • Two years of supervisory experience preferred
  • Five or more years experience working within the child welfare system
  • Valid Driver’s License
