Description

The Dane County Human Services Department, Prevention & Early Intervention Division in Madison, WI has a current vacancy for a full time (1.0 FTE) Social Work Supervisor – Joining Forces for Families (JFF). This position is located at 818 W Badger Rd, Madison, WI.  This position will also have the opportunity to work Hybrid (in office & remote).

The Eligibility List created will be used to fill future vacancies over the next six (6) months.

DEFINITION

Under the general supervision of a Human Services Manager, the Prevention & Early Intervention (PEI) Division Social Work Supervisor is responsible for the administrative direction and professional development of assigned social services staff. Ensures continuity and effectiveness of agency services in conformity with federal, state and agency laws, rules and regulations. Supervises social workers and other staff and helps them develop the skills, attitudes and knowledge necessary to perform their jobs. Maintains professional standards of social work practice and performs related work as assigned.

EXAMPLES OF DUTIES FOR ALL PEI SUPERVISORS

Serves on PEI Leadership team. Supervises assigned agency staff, Evaluates staff performance. Recommends action on hiring, probationary periods, transfer, discipline, adjustment of grievances and staffing levels. Leads unit meetings. Promotes staff professional development. Ensures unit caseload coverage. Evaluates need for agency services. Assigns cases. Provides consultation. Participates in and may coordinate case conferences involving other supervisors and staff. Oversees unit data bases and data collection requirements for their teams. Promotes Department mission, vision and values. Works to promote diversity, equity and inclusion. Participates in continuing profession-related development. Interprets programs and policies for the community. Promotes interagency and intra-agency cooperation. Serves on public-facing State, Local, consortium and other committees on behalf of the Department. Acts as the Department’s Subject Matter Expert on issues specific to their unit.

DUTIES SPECIFIC TO PEI SUPERVISORY ROLE:

COMMUNITY RESTORATIVE COURT (CRC) SUPERVISOR: CRC is a pre-charge restorative justice program targeting 17 -25 year-olds who have committed a municipal violation or misdemeanor offense. Respondents who complete the program are not charged. Subject matter expertise in restorative practices is required. Supervises CRC social work and program leader staff. Monitors program operations and model integrity including Peacekeeper trainings, referrals, intakes, circles, data management and service provision. Coordinates with CRC stakeholders and partner agencies, including law enforcement and the District Attorney’s Office.

IMMIGRATION AFFAIRS OFFICE (IAO) SUPERVISOR: Immigration Affairs provides outreach, case management and support resources to immigrant and refugee populations in Dane County.  Subject matter expertise in immigration and refugee issues is required. Supervises Social Workers in the Immigration Affairs Office who provide case management and service response to immigrant communities. Leads DCDHS staff and public education activities on immigration-related topics. Collaborates with Latinx partners to implement community responses and system improvements for immigrant families as needed.

JOINING FORCES FOR FAMILIES (JFF) SUPERVISOR: Joining Forces for Families is a community-based social work program working with local partners to strengthen families and communities. Subject matter expertise in community-based social work is required. Supervises a team of community Social Workers and a Housing Program Leader. Leads efforts in assessing service gaps, developing community capacity building efforts and provision of casework with families.

OUT OF HOME CARE (OHC) SUPERVISOR: OHC licenses and supports foster and kinship care providers, oversees group home and residential contracts, works closely with child protective service and Youth Justice Social Workers. Subject matter expertise is required in Wisconsin Foster Care Administrative Rule (DCF 56) and Kinship Care Administrative Rule (DCF58). Supervises a large team of Social Workers. Approves foster home licensing and re-licensing, and kinship care program grants. Acts as primary foster care rate setter for DCDHS. Must have an understanding of Wisconsin’s SAFE Foster Home Study model and successfully complete the SAFE Foster Home Study training for Supervisors within one (1) year of hire.

Education, Experience & Special Requirements

Education, Training and Experience:

Minimum Requirements: Bachelor’s degree in Social Work or a related field and five (5) years’ professional social work experience or a Master’s degree in Social Work or a related field and three (3) years’ professional social work experience.

Preferred but not required: Supervisory or lead worker experience.

Certificates/LicensesSocial Work Certification from the WI Department of Safety and Professional Services (DSPS) is required.

Special Requirements:

For all SupervisorsPossession of a valid Driver’s License (or eligibility to obtain one), and access to reliable personal motor vehicle transportation is required. Must be available for evening, weekend and holiday assignments to serve as a resource for social work staff. (Supervisors, except those in PEI, must be available for rotating on-call assignments). Telecommuting time available as needed and approved. Maintain confidentiality of budget and personnel information in the performance of assigned duties.

CRC SupervisorSubject matter expertise in restorative practices.

IAO Supervisor: Subject matter expertise in immigration and refugee issues

JFF Supervisor: Subject matter expertise in community-based social work.

OHC SupervisorSubject matter expertise in Wisconsin Foster Care Administrative Rule (DCF 56) and Kinship Care Administrative Rule (DCF58). Must have an understanding of Wisconsin’s SAFE Foster Home Study model and successfully complete the SAFE Foster Home Study training for Supervisors within one (1) year of hire.

Background Check Statement: Some require a criminal background check which can include fingerprinting due to the nature of the job’s responsibilities. Wisconsin’s Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record.  However, Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.)  Management reserves the right to make employment contingent upon successful completion of the background check.

For Bilingual Positions: 

  1. Provide services in both English and the required foreign language (e.g., Spanish, Hmong, etc.).
  2. Applicants being considered for Bilingual positions will be tested during the recruitment process. This may consist of either being able to respond to questions in that language (e.g., Spanish, Hmong, etc.) during the interview; or passing an oral translation (English to foreign language / foreign language to English) exam prior to employment.

Physical and Environmental Work Requirements:   Fingering – e.g., typing and writing. Hearing – with or without assistive devices. Visual acuity – with or without assistive devices. Sedentary work involves sitting most of the time. Viewing a computer terminal. Extensive reading.

Skill in providing effective case consultation. Ability to direct and supervise the work of others. Ability to work effectively with persons from a variety of socioeconomic, ethnic, or racial groups. Ability to lead and motivate others. Ability to maintain perspective and balance in the face of competing priorities. Ability to communicate effectively both orally and in writing. Ability to supervise staff of varying skills, abilities and experiences. Excellent organizational skills. Proficiency in use of Microsoft Office Suite applications (Word, Excel, Access, PowerPoint, Outlook, etc.).
