In this role, you will be a crucial member of the Housing Division team, tasked with overseeing the city’s Housing and Homeownership Programs. Your responsibilities will include strengthening our residential neighborhoods, while encouraging vibrant, healthy residential areas with safe and affordable housing.

As the Housing Programs Specialist, you will manage all aspects of the City’s Down Payment and Closing Cost Assistance as well as Homeowner Rehabilitation programs. This entails handling outreach and promotion efforts, assessing applicant eligibility, overseeing project management, and managing loan processing. Additionally, you will be responsible for maintaining grant compliance through annual planning, performance reporting, and monitoring activities.

The Housing Division oversees a range of programs, including Fair Housing, Section 8 Housing, Property Maintenance, Down Payment Assistance, Home Improvement Assistance, and Vacant Properties programs. What qualifications are necessary for the role?

To perform the essential duties of the position, the minimum education and experience required includes:

  • High School diploma or GED is required.
  • An associate degree from an accredited college or university is preferred.
  • Minimum of three (3) years’ experience in grants management, project management, affordable housing programs, accounting or financial management, real estate or retail lending, and/or construction industry codes and standards is required.
  • Have or ability to learn and understand federal housing inspection requirements, including NSPIRE program
  • Have a valid state-issued driver’s license at time of hire.

A combination of equivalent experience, education, or professional training which provides the necessary knowledge, skills, and abilities to successfully perform the essential functions of the position as determined by the Human Resources Office may be considered in lieu of minimum requirements.

What is the typical schedule?

Typically, you will work Monday through Friday between the office hours of 7:30 AM and 4:30 PM; there is some flexibility to choose to your schedule between office hours.

What is the pay?

The starting annual salary for this position is $52,638 ($25.31 per hour); this is a non-exempt position. This position is also eligible for annual economic adjustments and performance-based adjustments, as approved by the City Council.

When factoring in the benefits alongside your annual salary, the overall compensation rate could range from $65,302 to $80,039 per year, contingent upon the selected benefits and coverage types.

Furthermore, the City of Janesville strives to ease the transition between employers by minimizing the stress associated with gaps in insurance coverage. For new hires before the 15th of the month, medical, dental, and vision insurance become effective on the date of hire. For those hired on or after the 15th of the month, these benefits kick in on the 1st of the following month.
